THE JAMMU AND KASHMIR DELIVERY OF BOOKS AND NEWSPAPERS (PUBLIC LIBRARIES) ACT, 1961.

Section 7. Cognizance of offences.

(1) No court shall, take cognizance of any offence punishable under this Act save on a complaint made by an officer empowered in this behalf by the Government, by a general or special order. (2) No court inferior to that of a 1[Judicial Magistrate] of the First Class shall try offence punishable under this Act.
