1THE JAMMU AND KASHMIR EXCISE ACT, SAMVAT 1958 (1901 A.D.)
Section 15. Exclusive privilege of manufacture, etc. may be granted.
It shall be lawful for 1[the Government] to grant to any person or persons, on such conditions and for such period as may seem fit, the exclusive or other privilege—
(1) of manufacturing or supplying by wholesale, or
(2) of selling by retail, or
(3) of manufacturing or supplying by wholesale and selling by retail, any country liquor or intoxicating drug within any local area.
No grantee of any privilege under this section shall exercise the same until he has received a licence in that behalf form the 2[Commissioner.]
