Section 18. Acts and proceedings not invalidated by vacancies or defects in constitution.
No act or proceedings of the Governing Council or the Board or any Committee thereof, shall be invalid merely by reason of any vacancy in, or any defect in, the constitution of such Governing Council, Board or Committee.
