Section 3. Municipal authority to convert refuse into compost manure
Notwithstanding anything contained in any municipal law, every Municipal Authority shall, if so required by order in writing of the State Government or any officer authorised in this behalf by the State Government take steps to convert, in accordance with such directions as the State Government may from time to time issue all refuse into compost manure.
