Section 11. Vacancy not to affect proceedings and Acts

If vacancy occurs in the office of a member of the council, the continuing members thereof shall act as if no vacancy has occurred and no act or proceedings of the Council shall be deemed to be invalid merely by reason of such vacancy or of any defect or irregularity, not affecting the substance, in the nomination or co-option of a-person as a member of the Council.
