The Telangana Oil Palm (Regulation of Production and Processing) Act, 1993.
Section 16. Institution of Proceedings.
(1) No court shall take cognizance of an offence punishable under this Act, or any rule or order made there under except upon a complaint in writing made by the Oil Palm Commissioner or any authority or officer authorised by him in this behalf.
(2) No court inferior to the court of a Magistrate of the First Class shall take cognizance of, or try, an offence under this Act or any rule or order made thereunder.
