Section 246. Obligation of owners of drains to allow use or joint ownership to other
246. Every owner of a drain connected with a 1[Corporation] drain or other place lawfully set apart for the discharge of drainage shall be bound to allow the use of it to others or to admit other persons as joint owners thereof, on such terms as may be prescribed under section 247.
