Section 40. Power to make regulations

40. (1) The [Parishad]1 may, with the previous approval of the State Government by notification in the Gazette make regulations not inconsistent with this Act and the rules made thereunder to carry out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely :- (a) the manner in which and the purposes for which the Parishad may associate with itself any person under section 16; (b) the terms and conditions of service of the officers and employees of the [Parishad]1 under subsection (3) of section 34; (c) any other matter in respect of which provision is to be, or may be made by Regulations.
