Section 9. Casual vacancy
(1) All casual vacancies among the Directors shall be filled as soon as convenient in the manner provided in Rule 3 by the State Government :
.Provided that the vacancies among the representatives of the Central Government shall be filled by the State Government on the nomination of the Central Government.
. (2) The person appointed to fill a casual vacancy shall hold office so long as the Director in whose place he is appointed would have held it if the vacancy had not occurred.
